I couldn't really find anything on how to install hood pins on a Subaru but I did find something for hood pin install for a VW.
Im installing hood pins on a 04 STi with a CF hood.
Before installing the hood pins, you'll need the following:
Hood Pins (Im using Sparco ones for this how to)
Power drill and drill bits
1/4 inch Hole Saw
Dremel
Screwdriver
Tape
1. Take your grill off

2. Tape off the area were you want to install your hood pins

3. Measure where you want to place the hood pins. I recommend lining up with the bolts you already have installed and away from your radiator.

I did 1" by 1" and then punched it before starting to drill.

4. Start with a smaller drill bit and work your way up. I ended up using a level drill bit. Worked out pretty well...

5. Place the pin in the hole you just made. Place them high.

6. Place tape on the bottom side of the hood where the hood pins are going to go through.

I recommend that after you get the tape on, push the hood back down on top of the pins and wiggle the pins around. It'll rip up the tape a bit but it'll show you where the center is going to be.
7. Use the hole saw and cut through the fiber glass bottom.

(This part was nerve racking for me bc Im cutting into a 600+ dollar CF hood)
8. Place some tape on the tips of the pins and then place some paint on the tape. Close your hood back down on the pins. This should leave a mark on where the pins are going to end up. Use a small drill bit and drill through the hood. This will place where the center of the pins are and where you'll start using the dremel.
9. Using a small drill bit to put a hole through the top of your hood. Then use a dremel to cut a rectangle in the hood. This is the hole for your pins to go through.

10. Place the latches and lock them into the pins. Place the latches to the position you want because this is where you will place the screws to hold down your latches. Keep in mind that the latches are being pulled towards the car not away. When you position the latches to where you want them, use a small drill bit to place a hole in the place you will put the screws to hold down the latch.

Replace the grill and you're done!

A side note that I ran into using Sparco hood pins...
the pins were to long and rub up against the radiator, so I had to cut about 1 1/4 inches off to fit them right.
